The Fourteen Points were first formulated in a speech of President Wilson to Congress in January 1918. They should be the first step into a peace other than simply representing the will and the demands of the victors. The Fourteen Points as well as the following Treaty of Versailles should initiate the possibility of working international relations between all European countries including Germany. Only functioning international relations would prohibit future wars and could implement a permanent freedom in Europe.
